100-Day Program Behind Expectation:YLBHI

VIVAnews - The Indonesian Legal Aid Foundation (YLBHI) presumes the first 100 days of Susilo Bambang Yudhoyono (SBY)’s second period governance have gone without any ground-breaking movements.  Several indicators pointed out by the YLBHI show that SBY’s 100 days fell behind expectation.

“The government is supposed to design programs that bring new optimism, making policies and preparing strong foundations for access to justice enhancement and promotions, protection and human rights fulfillment in the country,” YLBHI Head Patra M Zen says in a press release received by VIVAnews on Monday, January 25.

Justice and Human Rights Ministry claims to have reached some accomplishments, which include (1) Immigration Directorate General Decree No IMI.2-UM.01.10-1.467 on Indonesian Passport Issuance Letter Changes, cutting passport-making time from seven to four days; (2) Giving 24-page Indonesian passport to troubled migrant workers overseas with the target of 217.367 passports; (3) Issuing Ministerial Decree on Company Legalization Procedure from one month to seven days; (4) Completing overdue HKI (trademarks, industrial designs, patent and brands) requests with the target of 100 documents per week. In addition, the ministry has also planned on revising legal body administration system and building new jailhouses.

“We think the 100-day program will contribute to law and human rights enforcement. But, it’s still far from people’s expectations,” Zen said.

Since the beginning, YLBHI has been recommending a number of action programs that would substantively and significantly bring significant changes to justice and human rights, especially for the poor, marginalized communities and the family of human rights violation victims. The examples would be access to justice enhancement for less-unfortunate people and marginal groups. In reality, that is not the kind of program created by the Law and Human Rights Ministry.

As a result, there have not been any basic ground-breaking movements to enhance access to justice for the poor, fight legal mafia, settle past human rights violations, and solve agrarian conflicts as the root of human rights violations. Also, the legal mafia eradication program has not been able to give high hopes and earn trust after three months of implementation.

“Thirdly, the programs of law and human rights ministry, which have been implemented for 100 days, are the programs that are supposed to be carried out because they don’t face political challenges and are still dominated by public law administration sector, immigration and intellectual property rights,” Zen said.
