Saudi-Bound Workers Suspension Brings Impacts

VIVAnews - The government officially suspended sending Indonesian workers to Saudi Arabia effective starting August 1, 2011, until the deal of the protection of migrant workers with Saudi Arabia is signed.

"The moratorium shows real impacts, both positive and negative, "said Manpower and Transmigration Minister Muhaimin Iskandar at the Presidential Office in Jakarta on Thursday, June 23, 2011.

According to Muhaimin, the government has repatriated around 7,000 troublesome workers last year. As regards the placement of migrant workers in Saudi Arabia, a number of reform efforts have already been made.

"Since early January the government has done semi moratorium – a total restriction – which was implemented in two steps, namely regulation and socialization," said the politician who was familiarly called Cak Imin.

The regulation was issued in the form of relevant policy on recruitment system, such as strictly controlling the job order. This is implemented by adding requirements for better selection of employers who hire the workers.

"The prospective employers must produce a certificate of good character, have a minimum wage of 11,000 riyals, a map of the house, number of family members and family photo as well as a statement of will to open access to communications," said Cak Imim in a written statement.

The following is the positive impacts of the moratorium:

1.A sharp decrease of job order application from 1,000 to only five a day from January to June.

2.Scarcity of workers because of plummeting departure to Saudi Arabia from 30,000 a month to 12-15,000 a month.

3.The government of Saudi Arabia which had never been willing to make diplomatic negotiations for the protection of migrant workers for 40 years finally opens the way

It is noted there are two important meetings, namely the ministerial meeting and the Senior Officer Meeting (SOM) round I in Saudi Arabia, which eventually resulted in the preliminary memorandum of understanding being signed. This led to the signing of the MoU between the Saudi Arabia’s Minister of Labor and RI’s National Agency for the Placement and Protection of Indonesian Migrant Workers (BNP2TKI) in late May.

Negative Impacts:

1. In the last three months there were approximately 180,000 workers whose work contract would terminate preferred not to go home or extend the contract, thus became illegal (overstay).

2. Employers are not willing to meet the requirements because of the strict requirements for hiring workers imposed by the representative of Indonesia. .
