VIVAnews - Vice Chairman of Jakarta Regional Representative Council (DPRD) Triwisaksana said the vehicle-restrictive policy through electronic road pricing (ERP) has been included in the 2030 Regional Regulation zoning plan (RTRW).
He explained, for the early stage, the ERP will be implemented in ten districts, namely Tanah Abang, Menteng, Setiabudi, Tebet, Matraman, Senen, Gambir, Tambora, Sawah Besar, and Taman Sari. "The map of vehicle restriction in the zoning plan is drawn based on the city center," said Triwisaksana in Jakarta, Wednesday.
The legislation support for vehicle restriction has been realized through passing the regional regulation zoning plan. The regulation manages the ERP at the macro level. "Detailed programs will certainly be discussed further," he added.
Nevertheless, he went on to say, the realization of ERP is still hampered by the Finance Ministry although President Susilo Bambang Yudhoyono has signed the Government Regulation (PP) on the ERP on July 21.
Earlier, Jakarta Governor Fauzi Bowo said he hoped the government regulation regarding traffic control in certain areas could be passed soon, which would be followed up with a regional regulation on ERP implementation.
Jakarta Transportation Bureau Head, Udar Pristono, added, the legal foundation of ERP is still incomplete because it needs to accomplish several things, particularly related to tax provisions and ERP area retribution, where they will be distributed.
Thus the government regulation deriving from the Decree No. 28 of 2009 on Regional Taxes and Levies is required. The Transportation Ministry, Pristono went on, wanted the revenue out of ERP be channeled to the same posts.
If the revenues are routed to other posts, transportation services improvement would be difficult. The derivative government regulation is expectedly to be deliberated by the Finance Ministry by the end of this year so that the facilities and infrastructure can be set up at the beginning of next year. "The ERP can be implemented in late 2012 or early 2013 at the earliest," he explained.
