VIVAnews - After nine years of ups and downs in the deliberation, today the House of Representatives is set to pass the Intelligence Bill.

"The State Intelligence Bill has been prepared, and the House Commission I has proposed it to House’s Consultative Body last week. The Consultative Body is scheduled to hold a preliminary meeting to pass the Intelligence Bill," said Deputy Chairman of Commission I, Tubagus Hasanuddin, in the Parliament Building, Jakarta, on Tuesday.

According to Hasanuddin, the opposing views between the House and the government regarding the State Intelligence law have been resolved. "It's not a problem anymore. The crucial points about tapping and arrest have been discussed. And today, the bill will be passed," he explained.

The deliberation of the State Intelligence Bill had been uncompleted for nine years. "It was started nine years ago in 2002," Hasanuddin said. The Intelligence bill was actually discussed in conjunction with the Indonesian Military (TNI) Law, Police Law, and State Secrets Bill. "But then the State Secrets Bill and the State Intelligence Bill were singled out," said the Indonesian Democratic Party of Struggle (PDI-P) politician.

Hasanuddin said the deliberation of a bill in the parliament should not take more than three meetings. "If it’s more than three session periods, it has to start all over again," said Hasanuddin.

Now, the State Intelligence Bill is officially completed. Chairman of the State Intelligence Committee bill, Agus Gumiwang Kartasasmita, explained that the House and the government have agreed to authorize State Intelligence Agency (BIN) for wiretapping, on condition that BIN complies with some rules. The rules include six-month limitation for wiretapping, involvement of designated courts.
