Customs Enforces E-CD at All Indonesian International Airports

VIVA – The Directorate General of Customs and Excise (DGCE) of the Ministry of Finance will enforce electronic customs declaration (E-CD) in all Indonesian international airports.

E-CD is a digital application developed and implemented with national standards to optimize the role and function of customs declaration. The Customs declaration itself is the initial document used by Customs to check the luggage of passengers and crew of the means of transportation coming from abroad.

"This inspection aims to identify goods that include prohibitions or restrictions (lartas), as well as identify taxable goods or not. Passengers and crew of the means of transportation must fill out the customs declaration, correctly, and completely," Head of the Subdirectorate of Public Relations and Customs Counseling, Hatta Wardhana said in the APBN Kita book quoted Tuesday, November 29, 2022.

Hatta Wardhana said that the customs declaration will determine the release route for imported goods, namely the green route or the red route. In addition, through E-CD, there are various advantages compared to filling out the form manually.

"For service users, E-CD is considered more practical, fast, and flexible because it can be accessed anywhere and anytime through devices or gadgets and can even be filled as early as H-2 arrival, the filling is safer and of national standard, and environmentally friendly because it minimizes the use of paper or paperless," Hatta Wardhana explained. 

As for Customs officers, the implementation of E-CD is considered more effective for supervising and efficient in implementing services. It also improves administrative order because the data has been integrated and standardized nationally.

The implementation of E-CD has been carried out at Soekarno Hatta Airport since June 2022 and I Gusti Ngurah Rai Airport since August 2022. While other airports, such as Juanda and Kuala Namu Airports began to be implemented in October 2022. 

"Currently, the full implementation of E-CD is in effect at Soekarno Hatta and I Gusti Ngurah Rai Airports, so the two airports only provide passenger goods reporting services through E-CD. Furthermore, the full implementation of E-CD will be carried out gradually in all international airports in Indonesia," he stated.
