Over 15.000 Prisoners Receive Special Remission on Christmas Day

Jakarta – The Indonesian Ministry of Law and Human Rights provides remission to Christian and Catholic prisoners on Christmas Day 2023. Tens of thousands of prisoners also received Special Remissions (RK).

Of these, 15,823 prisoners received RK I or partial reduction. In total 15,922 people get special remissions. 

"With details of 3,038 people getting 15 days remission, 10,871 inmates getting 1-month remission, 1,404 inmates getting 1 month 15 days remission, and 2 months remission for 510 inmates," said Minister of Law and Human Rights, Yasonna H. Laoly in a statement, on Sunday.

"Meanwhile, 99 people received RK II or direct release, with details of 37 prisoners getting a reduction in the criminal period of 15 days, 53 people getting 1-month remission, 4 prisoners getting 1 month 15 days remission, and 5 prisoners getting 2 months remission," the Minister continued.

Minister Laoly remarked that the remission was deliberately given to prisoners as a form of appreciation to prisoners who were considered to have achieved self-awareness which was reflected in attitudes and behaviors that were by religious norms and applicable social norms. 

Then Minister Laoly also congratulated all prisoners, "Congratulations to all prisoners who today received remission, especially for prisoners who are immediately free," 

"I remind you to show good behavior during society," he added. 

Meanwhile, Director General of PAS Law and Human Rights Ministry, Reynhard Silitonga explained that remission is given to prisoners because they have met administrative and substantive requirements, such as having served a minimum sentence of six months, not registered in register F, and actively participating in coaching programs at Correctional Institutions. 

"Remission is given as a form of state involvement to appreciate and reward prisoners who show integrity, behave positively, and stay away from violations," Silitonga explained. 

"The goal is that the granting of remission can encourage prisoners to gain personal awareness that is seen in their daily actions and attitudes." 

Silitonga claimed that the granting of the Christmas RK in 2023 succeeded in saving the inmate food budget as much as IDR 7,955,235,000.  

This year, the largest number of RK Christmas recipients came from the Regional Office (Kanwil) of the Ministry of Law and Human Rights of North Sumatra as many as 3,166 people, the Regional Office of the Ministry of Law and Human Rights of East Nusa Tenggara (NTT) as many as 1,896 people, and the Regional Office of the Ministry of Law and Human Rights of Papua as many as 1,434 people.  

Remission or reduction of the criminal period is given to prisoners as stipulated in Law Number 22 of 2022 concerning Corrections and Government Regulation Number 32 of 1999 concerning Conditions and Procedures for Implementing the Rights of Prisoners.  

Based on data in the Correctional Database System, as of December 15, 2023, the number of correctional prisoners throughout Indonesia amounted to 273,375 people, divided into 220,427 prisoners and 52,948 prisoners.
