Under Tinubu's predecessor, legislation was introduced imposing jail time for anyone found paying a ransom to free a hostage as kidnappings in Nigeria became ever more frequent.
The ransom demand for the Kuriga students and school staff amounts to more than $2,000 per hostage, or more than the annual per capita income in Nigeria, according to International Monetary Fund data.
