VIVAnews – The limitation of operational hour of heavy-load vehicles in city toll roads does not only reduce traffic jam. The policy also reduces the number of accidents in the express lane.
According to Head of Law Enforcement Division Traffic Directorate of Jakarta Police, AKBP Sudarmanto, the number of accidents that occurred in city toll roads decreased up to 60 percent. He is of the opinion that the figure does not only apply for heavy-load vehicles but all kinds of vehicle.
“In fact the policy is quite effective in reducing accidents,” he said. Within a month, he explained, the decrease was significant. He explained further that in April 2011, 62 accidents were recorded. Meanwhile, last May only 36 accidents occurred.
Out of 62 cases of accident, two people died, four people had serious injury and six people minor injury. The number of damaged cars was 50. In May 2011, the figure of accidents in city toll road succeeding the truck restriction was 36.
Out of 32 cases, two people died in the accidents. Meanwhile, one person had minor injury and one person had serious injury. “The decrease is very significant,” he said.
Sudarmanto went on that there are many causes of accident in city toll roads. As regards heavy-load vehicle, the over-tonnage is the most common factor that causes truck’s flat tire.
“Axle break can also cause an accident. Especially when the driver is sleepy and loses the driving control,” he said. As regards smaller vehicles, the factor is more of human error.
Traffic Director of Jakarta Police Chief Commissioner Royke Lumuwa said his party is still expecting that the Transportation Ministry agree upon the policy and issue a Decision Letter soon.
“The ministry’s Decision Letter will be the legal basis so that the policy can be executed maximally,” he added. Royke explained that the Transportation Ministry Decision Letter takes the form of the regulation of making traffic signals for trucks.
The traffic signals will be addressed for heavy-load vehicle drivers for passing the roads in certain timings. The violation against this will produce strict penalty.
To Royke, the policy is necessary as city toll roads are national roads under the authority of the central government. “We need this policy, so we will recommend it to be patented,” said Royke.
This policy, according to him, can be accountable to overcome traffic jam.
