Thai Packed Goods Imposed Anti-Dumping Law

VIVAnews - Indonesian Finance Minister imposes temporary anti-dumping import duty upon Thai imported goods packaged in the Bi-Axially Oriented Polypropylene Film (BOPF).

The regulation is stated in the Finance Ministerial Decree No. 89/PMK.011/2009. The policy, which has been put into effect since 8 May 2009 and is valid for four months. It was issued following the result of investigation conducted by the Indonesian Anti-Dumping Committee that shows there has been a dumping of BOPF imported goods which has caused losses to domestic industry.

On the Finance Department’s press broadcast, which was signed by the Bureau’s Head of PR, Harry Z Soeratin on Monday, May 25, the companies/ producers which are being subjected to the anti-dumping tax are: (i) A.J. Plast Public Co. Ltd, subjected to 10 percent of temporary tax; (ii) Thai Film Industries Public Co. Ltd subjected to 15 percent of temporary tax; and (iii) other companies, subjected to 15 percent of temporary tax.

The anti-dumping temporary import duty was supplementary import duty imposed based on the scheme of Common Effective Preferential Tariff (CEPT). If the requirements in the CEPT scheme are not met, the temporary import duty will be considered Most Favoured Nation (MFN).

Finance Minister has also issued the Finance Ministerial Decree No. 95/PMK.011/2009 on the revision over the Finance Ministerial Decree No. 39.1/2008 about the 8M anti-dumping imposed on Hot Rolled Coil (HRC) imported goods from China, India, Russia, Taiwan, and Thailand.

The Decree, which aims to give a legal certainty, has come into force on May 13, 2009. In the Decree, a company in Taiwan which was earlier called Chung Hung Steel Company Ltd had been modified into Chung Hung Steel Corporation. The anti-dumping import duty stated in the two Decrees is imposed on imported goods whose notification documents include a registration number given by the harbor’s customs office after the issuance of the policy.
