VIVAnews - Supreme Audit Agencies from all over the world gather in Indonesia today, March 23. They are the representatives of audit agencies from 12 countries with 34 participants in total.
The opening meeting took place at Crown Plaza Hotel at 9 AM local time. They gathered for a discussion on State Debt Audit Management.
Indonesian Supreme Audit Agency Head Hadi Poernomo said Public Debt Management Audit is an area of auditing that is prioritized by the International Organization of Supreme Audit Institutions (INTOSAI). The institution is the umbrella organization of state external auditor community.
The audit agencies were focusing on state debt management because in the funding of governmental expenses within the State Budget, state debts are one the sources used.
“In Indonesia, the average value of net funding implementation through state debts per year is 12 percent of the total government expenses included in the State Budget manifestation, “ Poernomo said during the opening of Audit Planning Meeting INTOSAI Development Initiative (IDI) Transregional Programme For Public Debt Management Audit (IDI-TPDMA).
He also said the meeting aimed to prepare a draft of public debt management audit plan guidelines which are planned to be managed by each auditing agency. The meeting also holds the purpose of receiving feedback from SAI and the experts on their audit results.
According to the attendance list, among the 34 participants were three people from IDI Administrator, expert from US GAO, Jose Oyala, expert from the World Bank, Thomas Magnusson and expert from UNCTAD, Raula Katergi. There were also several representatives from SAI (audit agencies).
IDI has been organizing capacity enhancement program in public debt management in various INTOSAI areas. The program is known as the ID Transregional Program for Public Debt Management Audit.
The particular program adopts e-learning system from the United Nations Institute for Training and Research (UNITAR) and experts from INTOSAI Public Debt Working Group (PDWG) and the Debt Management and Financial Analysis System (DMFAS) program of United Nations Conference on Trade and Development (UNCTAD) were serving as mentors.
