VIVAnews – The electronic identity card program has been going on for less than a year. However, the project had already been reported by a non-governmental organization to the Corruption Eradication Commission (KPK). The NGO, Government Watch (Gowa), is of the opinion that the state has been put into losing more than Rp1 trillion due to the project implementation.
“The tender process, from the planning to the budget proposal and the application, were allegedly ridden with interests. All were directed toward one company consortium. Thus we urged that the tender process be annulled,” said Andi W. Syahputra, Gowa Executive Director, at KPK office, Tuesday.
Andi said that the criteria to determine a tender winner of such a large amount should have been based on the overall capacity regarding the system on tender. The capacity is especially in the AFIS (Automated Fingerprint Identification System) and the tender participants’ communication network. According to him, the assessment must take into account the company’s track records.
“It is odd that the winner of a tender with ceiling amounting to Rp6.3 trillion was determined from the procurement of goods with amounts not close to the ceiling,” he said.
Gowa conducted an investigation from March 27 to August 10, 2011. The result, the alleged collusion in the 2011 e-ID card tender process was quite apparent.
According to Andi, the tender carried out by the Directorate General of Population and Civil Administration of Indonesia Home Affairs Ministry was indicated as being arranged in such a way that the tender was won by one of the consortiums, namely PNRI. In addition, there was also an indication of alleged collusion regarding the assessment board’s qualification.
“The Home Affairs Ministry must have appointed an independent body to assess all the incoming technical proposals impartially. The ministry instead assigned experts who had never produced any excellent population system. This happened, wasting trillions of the people’s money,” Andi went on.
