Land Disputes Mostly Triggered by Bribery

VIVAnews – Deputy Chairman of Indonesia Corruption Watch (ICW), Adnan Topan Husodo, said that bribery is the main reason behind many land disputes in Indonesia, including the conflicts that recently took place in Mesuji, South Sumatra and Lampung.

“From our study, we have learned that many of the arising issues are related to land acquisitions, especially the ones involving bribery during permit issuance process,” said Adnan last night in Bali. 

When bribery became an option to speed up administrative work, then the terms and conditions to obtain the permit are ignored.  Adnan said that the permit to exploit land was easy to obtain because of bribery.

“We do not want our great natural environment is exploited. Such an exploitation is oftentimes occurred in corrupt ways,” he explained. 

Indonesia, he said, has many natural resources. However, most of them are not managed by the State.

He urged the House of Representatives (DPR) to evaluate the licensing mechanism that the government carries out.  

“This has become a great issue in the House of Representatives because land disputes are triggered by mistake.  And the mistake is that companies obtain legal permit by using illegal ways,” Adnan said. 

Adnan expected that the government will review all land permit-related issues, especially with regard to oil palm plantation.

“Without people’s involvement in issuing the permit for oil palm plantation, conflicts will continue to surface.  This is where people’s participation is needed,” said Adnan.
