“We are teaming up with other police departments to hunt the suspects. In 2011, police arrested 3 people: 2 were accused of spreading the nails and 1 was a tire repairer,” Wahyono said on Tuesday, Jan 10.

He said that the nail spreaders and the tire repairers were allegedly to have conspired, but not all tire repairers were involved in this type of crime.

The lack of police personnel have hampered the investigation as nail spreaders can now recognize police's patterns.  “In the beginning, we inspected every morning and afternoon.  We will modify the operations by applying random sampling,” he said.

To clean Jakarta streets from nails, the police have also worked hand-in-hand with various communities.

A number of areas commonly known to have nails spread on its streets are: Gatot Subroto, South Jakarta; Hayam Wuruk, Central Jakarta; and Sultan Agung as well as the area that stretch from Pondok Ungu traffic light to the bridge on Banjir Kanal Timur, Cakung, Bekasi, Jalan Raya Bogor, Casablanka, and Jenderal Sudirman.

Wahyono said that nail spreaders usually hit the roads during peak hours.
